The Government of the Republic of Moldova has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Rural Resilience Project (RRP), and intends to apply part of the proceeds for the recruitment of consulting services provided by an individual consultant as part of the post of Climate Change Resilience
The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with RRP.
The CPIU IFAD Under the supervision of the Country Programme Director, he/she will work closely with the project coordinators and the M&E officers based on each project. He/she will be in charge of the M&E activities at the country programme level. He/she will manage and produce the information and knowledge needed to pilot and manage the programme. He/she will pilot the M&E programme system supporting M&E officers at the project level feeding the COSOP log frame. He or She will also support technical project teams to identify key output and outcome indicators and fine-tune the project log frame. In close collaboration with the KM specialist, he/she will also identify the learning and knowledge needs within the country's IFAD portfolio and propose training and on-the-job training.

The Consolidated IFAD Programme Implementation Unit (CPIU IFAD now invites eligible Individual consultants) to indicate their interest in providing the services.
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services in the form of a curriculum vitae (CV). a Cover Letter and 2-3 professional references from previous employers/ supervisors.
A consultant will be selected in accordance with the individual consultant selection (ICS) method set out in IFAD’s Project Procurement Handbook which can be accessed via the IFAD website at www.ifad.org/project-procurement. Interviews will be conducted as part of the selection process.
Only persons included in the shortlist will be requested to submit Technical and financial offers.
The passing score for shortlisting is 70 points. Any request for clarification on this REOI should be sent via e-mail to the address below procurement@ucipifad.md no later than 30 August 2023. The client will provide responses to all clarification requests by 31 August 2023.
