Handicap International has clear institutional policies on "Child Protection", "Anti-fraud, Bribery and Corruption", "Disability, Gender and Age" and "Protection of Beneficiaries from Sexual Exploitation, Abuse and Harassment”. It is therefore mandatory for all staff to commit themselves to respect, uphold and promote these policies, and to sign the HI Code and Conduct.

In the frame of the Moldovan response and mobilization to the refugees related to the Ukraine situation, the Inclusive Humanitarian officer participates in the initial needs and assessment and in the design and implementation of activities to promote inclusive humanitarian action towards national and international stakeholders in close collaboration with organizations of persons with disabilities;

Responsabilities:
1. Contribute to the mapping of humanitarian actors
- Identify any relevant national organizations providing humanitarian assistance related to the Ukrainian crisis and / including among organizations of persons with disabilities to establish a service mapping;
- Facilitate the networking with national and international organizations active in protection, education and livelihoods sectors to collaborate on inclusive humanitarian action efforts, including the social behavioural change activities.
- Engage with HI team (Psychologists and Social Workers) to establish and update a comprehensive referral mechanism for persons with disabilities.

2. Responsibility 2: Assess the barriers and enablers of service access
- Participate in the development, contextualization, and testing of barriers analysis tools for inclusive education and inclusive employment for persons with disabilities;
- Participate in HI barriers and enablers analysis with organizations of persons with disabilities, such as conducting key interviews, field qualitative observations, focus group discussions, and collecting quantitative data, etc.
- Contribute to defining actions to remove barriers in humanitarian service provision and the production and dissemination of barriers and enablers reports, awareness rising messages and materials in accessible formats


3. Social Behavioural Change, Awareness raising and capacity building
Internally:

- Support in the design, provision and monitoring of inclusive and accessible training material This could also consist of direct provision of both formal and on the job trainings to HI operational team.
- Assist the MEAL officer in the Data collection and desegregation per gender, age and disability.

Externally:

- Conduct with the support of IHA PM technical support, social behavioural change activities and capacity building activities (joint visits, training, awareness, technical guidance, sensitization on guidelines etc.) for organizations of persons with disabilities and other stakeholders.
- Disseminate sensitization materials, trainings materials, guidelines and other relevant documents among the local, national and international organizations and other stakeholders.


4. Representation of HI and external coordination

- Participate in collaboration with IHA PM in disability taskforce and diffrent working groups, in addition to coordination meetings with local authorities and community leaders. Representation of HI, its inclusion approach within all kind of coordination meetings at local level
- Disseminate key inclusion messages and recommendations to the humanitarian community, organisations of persons with disabilities, and other service providers.

5. Project Reporting, Monitoring and Evaluation (M&E) Support

- Contribute to the collection of relevant data on activities done in compliance with monitoring and evaluation tools (attendance sheets for trainings, field visit reports, etc.)
- Report on daily and weekly basis to the IHA PM on conducted activities and identified barriers and enablers for inclusion of persons with disabilities.
- Contributing to the capitalization of tools developed during the project; lessons learned, quality evaluation, and outcomes compliance with HI inclusion strategy, etc.

6. Logistics, Administration and Human Resource Support

- Respect compliance with logistic, administration and Human Resource processes, and anticipate the logistic needs and communicate to the appropriate persons according to the internal processes

Qualifications:
- Bachelor or Master degree (Cycle I or Cycle II) in Education and Special Education, Psychology, Social Sciences, Social Work, Philosophy, Journalism, or another related field.


Experience
- 1 to 2 years of experience in humanitarian and social activities such as volunteering and/or working with persons with disabilities.
- Previous experience working in field of disability inclusion, transversal protection, gender integration, will be an assist.
- Previous experience working in humanitarian programs is desirable.


Skills:
- Excellent communication and writing capacities in Romanian;
- Business language skills in English (Speaking and writing).
- Proficient: Microsoft Word, Excel, PowerPoint
- Technical approach of promoting and building capacity on inclusive action and rights of persons with disability
- Knowledge on the disability rights movement and working with organizations of persons with disabilities

Duration of Contract: 12 months with 03 months’ probation period
