WORK EXPERIENCE

Main Legal Advisor
Ministry of Labour and Social Protection

Main functional duties:

  • Provision of the legal expertise on the drafts of regulatory documents and public policies, as well as contracts/memorandums/agreements concluded by the Ministry with national and international organisations.
  • Legal representation of the Ministry towards other public and private-law entities.
  • Examination of petitions, requests from citizens and legal entities.
  • Provision of legal assistance to the internal departments/units and subordinated institutions of the Ministry.
  • Ensuring the strong cooperation with other local authorities and public institutions in compliance with the national legal framework.
  • Issuance of legal opinions on official/public documents of the Ministry and other public authorities/institutions, especially Ministries and Parliament.
  • Ensuring the functioning of the Disciplinary body of the Ministry or Labour and Social Protection.
  • Carrying out inspection visits at the subordinated administrative authorities and public institutions, ex-officio or upon request.

General Secretary / Vice-President
Hemophilia Association of Moldova

Main functional duties:

  • Strategic development of the association.
  • Development of the association’s regulatory framework.
  • Cooperation with local public authorities and private-law entities.
  • Communication and cooperation with various national and international stakeholders, especially with the World Federation of Hemophilia and the European Haemophilia Consortium.
  • Preparation, submission and implementation of international projects aimed at improving the treatment of bleeding disorders in the Republic of Moldova.
  • Improvement of the association’s overall management.

International Relations and Legal Manager / Executive Office Senior Manager
Football Association of Moldova

Main functional duties:

  • Maintenance of international relations between FA of Moldova, UEFA, FIFA and other National Associations.
  • Ensuring the functioning of the International relations & legal department and the Executive Office.
  • Preparation of Executive Committee meetings and relevant documents.
  • Communication and cooperation with local public authorities and private-law entities.
  • Cooperation with partners and other national and international stakeholders.
  • Ensuring the good organization of away matches of the National Teams, including high standard travel conditions, visa granting, booking services, granting relevant authorisations by the foreign authorities.
  • Managing databases, intranet systems, records and internal/external correspondence.
  • Assisting the football clubs in their participation in the UEFA Club Competitions.
  • Fulfilling, cumulatively, the legal duties within the Competitions Department, being in charge of registration of employment contracts concluded by football players and football clubs, maintaining the records on disputes between clubs and/or professional football players, cooperating with the football clubs participating in the national competitions.
  • Ensuring the functioning of the Judicial Bodies of the Football Association of Moldova (Disciplinary Committee, Ethics Committee, Appeals Committee).
  • Drafting contracts concluded by the Football Association of Moldova.
  • Preparation and submission of dossiers of foreign citizens employed by the Football Association of Moldova to the Bureau of Migration and Asylum.
  • Event organization, namely the organization of the UEFA Certificate in Football Management seminars in Chisinau.
  • Ensuring the recertification of the Football Association of Moldova, according to the requirements set out in the quality management and anti-bribery standards ISO 9001:2015 and ISO 37001:2016.
  • Implementation of UEFA and FIFA good governance principles within the FA of Moldova.
  • Improvement of the association’s overall management and regulatory framework.
