Two consultants for the HIV/AIDS/ITS training curricula and guidebook

Background:
The project is working with the armed forces of Moldova – the National Army, the Border Guards and the Carabineers – to target people in uniform (an estimated number of 10000, with an annual turnover of 5000 in recruits) and through them – their peers and their families (around 30000 yearly) – with communication and direct outreach prevention work. The project also deal with government officials, decision-makers and commanders in the armed forces, local public authorities and NGOs to strengthen their capacity in developing, implementing, monitoring and evaluating HIV/AIDS/STI plans and activities. HIV/AIDS/STI programming is a coordinated effort to deal with the impact of HIV/AIDS/STIs.
Basic AIDS education remains fundamental to the global effort to prevent HIV transmission. AIDS education is also vitally important for young people and the military institutions offer a crucial point-of-contact for their receiving this education. Programming options should include: bio-medical services including STI diagnosis and treatment; voluntary counselling and testing; condom services and promotion; behaviour change communication; advocacy and policy development.
Tasks and responsibilities:
To establish and carry on the working group meetings;
Desk review existing educational programmes, models developed by representatives of Ministry of Defense, Ministry of Internal Affairs and Border Guards;
Desk review existing international and national good practices in HIV prevention, HIV voluntary counseling and testing (VCT), and HIV/AIDS treatment, care and support in closed settings;
To develop the draft content, curricula component on HIV/AIDS in accordance with standards provided by the Ministry of Education, Ministry of Health and Ministry of Defense and international standards and submit it for approval;
To develop trainings aids using the adult training approach to support teaching according to the curricula ;
Submit and pilot the draft curricula and collect the feedback with the recommendations on its improvement
Insert the proposed recommendations and submit the final curricula and teaching aids for approval by Ministry of Health, Ministry of Education and Ministry of Defense of Republic of Moldova.
Qualifications and skills required:
University degree in health, educational sciences, pedagogy, social sciences or other relevant field;
Extensive experience in health care sector;
Specific knowledge on adult education;
At least three (3) years of experience in HIV/AIDS and STI prevention interventions;
Proficiency in Romanian, Russian, excellent drafting and presentation skills;
Preferably knowledge of written and spoken English;
Excellent interpersonal and communication skills;
Computer literacy (good knowledge of MS Office);
Experience in developing methodical, informative and didactical materials;
Have publications in health or education field (preferably).
Abilities:
Ability to analyze and generalize, to develop methodical and training materials;
Ability/capacity to provide consultancy services;
Ability to work in a team;
Efficient communications and writing skills in legal area;
Extensive PC skills, ability to use Internet;
Fluent in State Language. Knowledge of Russian and English is an asset.
