Software application engineer

The State Chancellery is seeking:
LOCAL CONSULTANTS
for Moldova Governance e-Transformation Project

The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova.

The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.

In February 2012 the eGovernment Center officially lunched the M-Cloud platform that is aimed to host the government IT services, increase the services’ availability and reliability, streamline the maintenance and support of IT infrastructure, improve the services and client support processes, consolidate data centers, optimize the spending of public money etc.

The State Chancellery seeks to engage a technical team to support the e-Government Center and the Centre for Special Telecommunications (CTS) in operation of the M-Cloud Platform.

The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.

Software Application Engineer
The primary objective of the assignment is to deploy and manage the software application developed by third party in the M-Cloud platform.
The Consultant will undertake the following assignments:
• Perform the applications installation and configuration, including the security configuration;
• Produce and maintain the application installation and configuration documentation;
• Integrate the application with other software components, as required;
• Manage the applications, upgrades, and application security, including detection and prevention of account phishing, web application security issues, host access control and packet filtering;
• Configure, perform and report application monitoring and statistics;
• Troubleshoot applications, including investigation and resolution of reported problems;
• Participate in planning and development of application system architecture, including load-balancing and high-availability configurations.
• Participate in acceptance testing of the application developed by third party;
• Develop and implement the backup strategy for managed applications;
• Perform health check of the applications and applications environment;
• Support other technical teams and clients
• Provide trainings

Minimum qualification requirements:

- Bachelor degree in Computer Science or equivalent;
- Minimum 3 years of experience in administering and supporting information systems;
- Advanced knowledge of TCP/IP, DNS and networking foundations;
- Experience in implementation and management of software solutions;
- Experience in integrating information systems, in special software application systems;
- Experince in installation, configuration and managing Windows and Linux operating systems;
- Experince in installation, configuration and managing IIS, Apache Web Servers;
- Experinece in installation, configuration and managing MS SQL, MYSQL and other database systems;
- Experince in deployment and integration of web application developed in .Net, PhP and/or J2EE technologies;
- Experience in implementing and managing backup solutions;
- Experience with VMware and Microsoft Hyper V technologies would be considered an asset;
- Work expereince with public sector would be an asset;
- Excellent written and verbal communication skills in Romanian; knowledge of English would be an advantage.


This is a full time assignment expected to commence in August 2013. The contract will be signed until December 31, 2013. During this period, the contract will be financed aut of the proceeds of the IDA Credit no. 5000-MD. The contract can be extended subject to the consultant’s satisfactory performance and same fee rate, and starting with January 1, 2014 be financed by the CTS (Centre for Special Communications).
