Public Health Consultants

UNAIDS is seeking Public Health Consultants to perform the Five-Year Evaluation of the Global Fund to Fight AIDS, Tuberculosis and Malaria:
Evaluation of the collective impact of the Global Fund and other contributors on the burden of AIDS, tuberculosis, and malaria.

The Five-Year Evaluation is implemented under the guidance of the Technical Evaluation Reference Group (TERG) of the Global Fund at the request of the Global Fund Board. Study Area 3, comprising the impact evaluation, is the largest financial component of the multi-pronged Five-Year Evaluation. Its purpose is to assess the combined impact that the Global Fund, domestic investments and other investors have achieved on reducing the burden of the three diseases. The impact evaluation is designed to be a country-driven evaluation that will involve key partners and stakeholders in every phase of implementation. It is further committed to strengthening local systems and UNAIDS is seeking Public Health Consultants to perform the Five-Year Evaluation of the Global Fund to Fight AIDS, Tuberculosis and Malaria.

The candidates should meet the following criteria:

* Advanced specialist skills with 15+ years of experience managing research, monitoring and/or evaluation activities at the national, regional or international level;

* Specialist skills (10+ years) in project management of complex multi-country activities involving both international and national experts;

* Specialist skills in the conduct of multi-country program evaluations on behalf of international agencies, including evaluation of health outcomes and impact;

* Specialist skills with 10+ years of experience managing teams of analysts (epidemiology, biostatistics, demography, health and/or development economics) in program evaluation; including:

- experience in study design, implementation and analysis to ascertain health outcomes and impact;

- experience in using different methodological approaches and drawing from multiple data sets, with varying degrees of quality, to draw conclusions on health outcomes and impact;

* Specialist skills with 10+ years of experience in synthesizing information from a broad range of source materials;

* Demonstrated ability to translate scientific research findings into actionable recommendations for use by policy-makers and program managers;

* Extensive experience in the provision of technical assistance for a range of activities including partner collaboration and coordination, impact measurement, program monitoring, HIS strengthening and data management and analysis;

* Extensive experience advising countries in monitoring and evaluation of programs related to HIV/AIDS, STI, tuberculosis, malaria, and/or reproductive health, maternal and child health programs, including population-based and facility-based data collection;

* Knowledge of internationally agreed-upon indicators for tracking burden of HIV, tuberculosis and malaria, and familiarity with existing expert bodies and partnerships relevant to each of these diseases;

* Proven experience in managing (including transfer and supervision) of financial resources to Governments and NGOs in developing countries;

* Extensive experience in the use of a variety of modeling and analytical methods to assess health outcomes and impact
