TITLE: Media Program Officer (media law)
DIVISION: Media Development Division
LOCATION: Chisinau, Moldova
REPORTS TO: Senior Program Officer, IREX Media Development Division
NOTE: This position is contingent on funding and open only to citizens or permanent residents of Moldova

IREX (the International Research & Exchanges Board) is an international nonprofit organization specializing in education, independent media, Internet development, and civil society programs. Through training, partnerships, education, research, and grant programs, IREX develops the capacity of individuals and institutions to contribute to their societies.
SUMMARY OF POSITION
IREX is seeking a Program Officer who will implement IREX activities under the Civil Society Strengthening Program in Moldova, which focuses on increasing media’s role in the fight against corruption. The program officer’s primary responsibilities will include support of media law assistance programs and the development and delivery of training programs.
JOB DESCRIPTION: Responsibilities include, but are not limited to:
• Manage media law support program through assessment and selection of partner NGO(s), support for establishment of assistance services, and organization of professional development opportunities for participating media lawyers.
• Ensure delivery by NGO subcontractor(s) of required media law assistance for the duration of CSSM
• Develop and ensure delivery of media law workshops for journalists
• Manage development and delivery of media training and newsroom leadership programs
• Collaborate with CSSM team on grants mechanisms
• Identify and contract consultants in consultation with IREX
• Develop outreach activities for program components
• Collaborate with CSSM team members to ensure integrated approach to meeting program objectives
• Maintain home-office commuications
• Track assigned budget components
• Contribute to monitoring, evaluation and reporting on activities, successes and lessons learned
QUALIFICATIONS:
• Demonstrated knowledge of media sector in Moldova
• Demonstrated commitment to media professionalism and credibility
• University degree in relevant field
• Experience in media law preferred; experience in non-governmental sector and/or professional journalism required
• Strong organizational skills, including ability to prioritize and multi-task
• Demonstrated initiative and ability to work individually and as part of a team
• Strong writing, editing and oral presentation skills in Moldovan, and ability to engage professionally with a wide range of counterparts
• Effective written and oral communications skills in English
