UNITED NATIONS JOINT PROGRAMME ON HIV/AIDS (UNAIDS) MOLDOVA AND THE NATIONAL LEAGUE OF PEOPLE LIVING WITH HIV
Announces the recruitment of an International Consultant on Monitoring and Evaluation of the National League of People Living with HIV.
The Consultant will work under the direct supervision of the UNAIDS Country Coordinator and general supervision of the UN Joint Team on HIV/AIDS.
The main objective is to conduct monitoring and evaluation of the National League of People Living with HIV that should provide assessment of performance of the organization in order to more effectively manage the outcomes and outputs that the League has to reach by the end of 2007.

THE PURPOSE OF MONITORING AND EVALUATION:

• demonstrating the value of League work to outsiders;
• identification of strengths of the League and its Secretariat
• identification of weak points
• working out recommendations for the improvement of the activity of the
League
• building capacity of the members of the league in M&E
• comparing different project approaches for future programme
development;
• contributing to lessons learned;
• for policy and advocacy.

Specific tasks will include
Monitoring and evaluating the activity of National League of PLHIV the Consultant will ensure that:
• strategic aims and objectives are set for the work of the National League of PLHIV
• the funds and resources of the National League of PLHIV are used effectively and efficiently in pursuit of strategic aims and objectives, and none are misused
• roles and responsibilities are clearly allocated for all the tasks involved in implementing the programme of work
• there is a clear framework for day-to-day management
• there is a clear system of reporting and accountability within the organization donor requirements are met (which makes future funding more likely).
• There are established clear communication lines between partners in the League and between the League and external partners
• The visibility of the League is ensured through transparency and communication
Introducing capacity
• Partnerships, referral systems and co-ordination
• HIV/AIDS technical capacity of key and front-line staff
• Organisational strength
• Promotion of participation of people living with HIV/AIDS
and other affected communities
• Involvement in evidence- and consultation-based advocacy
• Review and plan for action
• Management systems (including governance, organizational structure and policies and procedures) to ensure a high quality of support can be offered by the UNAIDS to its partner National League of PLHIV
• Financial systems (including internal control systems and procedures, accounting systems and record keeping, grant management systems, financial reporting, and audits) to ensure that funds are properly managed.

OTHER RESPONSABILITIES AND TASKS

Conducting and evaluation of the work of the National League of PLHIV Working out a report with a summary of the findings
Prepare a power point presentation on the findings
Delivering a report with the analyses of the findings and suggested recommendations
Conduct a 2-day training on M&E

QUALIFICATIONS AND EXPERIENCE REQUIRED

• Ability to organize and train staff
• Good contextual knowledge of issues of concern to PLHIV, community priorities, organizational relationships, social and cultural constraints and realities, and environmental conditions
• Leadership qualities and personnel and team management skills (including mediation and conflict resolution).
• Computer skills;
• A minimum of 4 years of professional experience in developing and implementing M&E systems in similar projects;
• Proven experience with the logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), training in M&E development and implementation, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information analysis and report writing.
