The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
The objectives of this assignment are:
1. Coordinate and provide support to the producers and consumers of data to connect and exchange data using the Government Interoperability Platform in a standard, efficient and sustainable manner.
2. Provide support and advise with transparent migration of existing data exchanges to the Government Interoperability Platform.
3. Contribute to the development and implementation of the Government Interoperability Framework all-across the government.
Minimum qualification requirements:
Mandatory qualifications:
• University degree in areas such as computer sciences, engineering or telecommunications, economics, business administration or related fields.
• 3 years of Information Technology experience.
• Good knowledge of interoperability-related technologies: protocols such as HTTP(S), SMTP, FTP(S), etc.; XML, JSON, CSV, SQL languages/formats and related-standards, such as XSD, XPath, XQuery, etc.; SOAP/WS-* and REST/WADL services; UDDI; BPEL, etc.
• Proven experience with implementing standard-based web-services using a mainstream technology platforms, such as Java or .NET.
• Proven experience with data/database modeling and optimizations.
• Good knowledge of SOA paradigm, Enterprise Integration Patterns (EIP) and event-driven architecture (EDA).
• Ability to effectively communicate and write in Romanian and English. Communication in Russian is an advantage.
Preferred qualifications:
• Experience in implementing complex IT systems.
• Good knowledge of UML/CASE tools.
• Knowledge of security standards related to interoperability.
• Working knowledge of business process management or workflow technologies and BPEL.
• Knowledge of virtualization and network technologies.
• Familiarity with several open source and commercial interoperability platforms.
• Ability to work effectively under aggressive deadlines and in challenging settings.
• Experience working in large organizations with cross-departmental teams.
This is a full-time assignment expected to commence in February 2014 for a duration of 12 months. Subject to Consultant’s satisfactory performance and same fee rate, the contract might be extended.
