The Global Libraries Moldova program is a two-year learning grant designed to gain an in-depth understanding of the strengths and opportunities for providing wide scale public access to the internet through the existing public library network. This will occur through networking with a wide range of stakeholders, providing training to librarians, and piloting public access to the internet in a number of libraries.

POSITION DESCRIPTION
IREX seeks applicants for the position of Information Technology Administrator for a pilot public Internet access program in Moldova. His/her services will be solicited on a full-time basis to work independently and under the Project Director to oversee and coordinate the IT component of the project.

RESPONSIBILITIES AND DUTIES
• Assist in the maintenance of the LAN and other technical components, including organization and supervision of computer equipment procurement;
• Conduct multiple level Internet training courses to target audiences;
• Conduct multiple level IT training for IT staff in sites around Moldova
• Assist trainers in developing seminars, workshops, and other special events to targeted public libraries that demonstrate use of the educational applicability of the Internet in various professional settings;
• Ensure access site capacity to assist local institutions to establish on-line resources, including web sites, electronic publications, databases, archives, and electronic mailing lists;
• Assist with collecting and systematizing technical information and other statistics as requested by IREX;
• Attend and participate in trainer conferences and electronic mailing lists, and other meetings as requested by IREX;
• Other duties as assigned.

QUALIFICATIONS
• Experience designing and delivering IT training courses;
• Higher education in IT related discipline;
• Experience in installing and maintaining local area networks, including wireless solutions;
• Knowledge of collaborative online tools such as wikis, forums, blogs, and social networking websites and of best practices in using online tools for development;
• Experience in Web design, databases, website administration and/or management of Web design projects;
• Knowledge of information security concepts;
• Excellent knowledge of Windows and Linux;
• Certificates from well known institutions will be considered as additional advantage;
• Image and video editing knowledge;
• Ability to recommend hardware and software specification needs for variety of project applications;
• Experience working with public libraries, and/or civil society development is a plus
• Excellent interpersonal and organizational skills;
• Good knowledge of Web developing technologies (Joomla CMS, MySQl, PHP)
• Ability to manage operating systems (MS Windows, CentOS)
• Openness and ability to solve any user related issues.
• Knowledge in designing and managing Local Area Network and techniques associated with these (Firewalls, VPNs, Routers, Access Points, Switches, Remote Control Software)
• Fluency (written and oral) in English, as well as Romanian and Russian.
