The State Chancellery is seeking:
LOCAL CONSULTANT
for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova.
The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
Government Enterprise Architecture Framework Consultant
The primary objective of this assignment is to consult eGC in order to define high quality e-government technological solutions.
During the proposed period of performance, the consultant will work closely with the eGC core team in order to:
• Perform architecture reviews against business needs and established strategy;
• Define and document the e-government solutions for sectorial and shared electronic services;
• Define and document the e-services reference architecture, including identification of innovation opportunities;
• Define and document platform level services architecture;
• Participate in developing of the technical interoperability framework;
• Develop technical guidelines and standards and implement conformance management processes;
• Communicate all standards to staff at the appropriate level of detail and in context;
• Participate in relevant procurement activities and reviews and drive vendors to deliver products that will enable the target e-government platform architecture;
• Apply architectural principles, guidelines, standards, reference architecture, patterns & frameworks to deliver consistent and cost effective frameworks for re-use;
• Perform IT audits of information systems;
• Understand and synthesize the business requirements and help the various stakeholders in visualizing the solutions;
• Select solutions in accordance with relevant standards and IT strategy;
• Connect technology and concepts to financial impacts resulting in Total Cost of Operations (TCO) estimates and projections;
• Monitor and advise implementation by project teams and vendors to ensure that the architecture intent is preserved;
• Provide advice to eGC management on technology and technology governance;
Minimum qualification requirements:
Mandatory qualifications:
- University degree in computer sciences, engineering, telecommunications or related;
- 7 years of Information Technology experience;
- 3 years of experience with enterprise application/systems architecture;
- 3 years of experience with all phases of SDLC methodologies, business process reengineering and functional analysis for complex technology applications for large scale systems;
- Experience with complex applications in different architectural environments;
- Good knowledge of SOA services, Event Architecture, Web Services, and other integration methodologies;
- Good knowledge of Unified Modeling Language and BPMN;
- Good knowledge of a CASE tool;
- Ability to effectively communicate and write in English and Romanian. Communication in Russian is an advantage.
Preferred qualifications:
- Experience in business analysis and implementation of IT solutions for public sector;
- Experience with architecture frameworks such as Zachman / TOGAF with proven track record of implementing and actively managing fundamental architectural frameworks, methodologies, and architectures;
- Working knowledge of business process management or workflow technologies and BPEL;
- Ability to work effectively under aggressive deadlines and in challenging settings.
- Experience working in large organizations with cross-departmental teams.
This is a full-time assignment expected to commence in September 2013 for a duration of 12 months. Subject to Consultant’s satisfactory performance and same fee rate, the contract might be extended.
