EU-funded regional project “Waste Governance – ENPI East”

BACKGROUND
EU-funded regional project “Waste Governance – ENPI East” aims at assisting and supporting the partner countries in their efforts to reduce the risks arising from inappropriate management of waste that thereby create environmental pollution hazards to the community and to natural resources. The project is implemented through technical co-operation with, and amongst, partner states in the region. The period of implementation is December 2009-2013. The project is implemented by the Consortium headed by Eptisa (a leading Spanish international consultancy). Other members of the Consortium are Project Management Group (Ireland), Fichtner (Germany), PlanMiljo (Denmark), Regional Environmental Centre for the Caucasus (Georgia), and Wasteaware (United Kingdom).
In the Republic of Moldova in frames of the “Waste Governance – ENPI East” project has conducted the inventory of solid waste disposal sites in the Southern Development Region (raions Leova, Cimislia, Basarabeasca, Causeni, Stefan Voda, Cantemir, Cahul, Taraclia) and currently is developing the Integrated Solid Waste Management Strategy. This strategy is drafted in close consultation with the main stakeholders and public involvement.
OBJECTIVES OF THE CONSULTANCY
General objective:
An efficient communication about the message within the project regarding the importance for separate household waste collection all over the country through high TV/ Radio spots.
EXPECTED OUTPUTS AND DEADLINES
The consultancy is designed to last over a three month period, starting with August 2011.
• Develop concept, design, produce, and broadcast at both national and Southern region level of 2 video spots regarding the importance of separate household waste collection (with possible field trips) – (max 3 weeks production time)
o Message of campaign “Colecteaza separate pentru un mediu curat”
o Chronometer: 30 sec/each, production in Romanian language (subtitle in Russian and English) – video spot
o Chronometer Radio – 15 sec/each, production in Romanian and Russian languagese with the message of separate waste collection campaign;
o Broadcast at TV: TVR 1 Moldova, TV stations within the 8 raions of Southern Development Region (approximate 20 appearances)
o Broadcast on the radio: TVR 1 Moldova, radio stations within the 8 raions of Southern Development Region(approximate 50 appearances)
• Liaise and coordinate all technical and designing aspects with the project implementation team.
• A summary report of about 3 pages, back to project implementation team summarizing the produced outputs and their cost.
QUALIFICATIONS / EXPERIENCE REQUIRED
The Advertising Agency should meet the following qualifications:
• At least three years experience in the field of advertising and publishing;
• Proven applied experience in elaboration of publicity material, TV and Radio spots, production of documentary movies;
• A team of dynamic professionals with excellent ideas to produce all the project visibility materials;
• Experience in working with International Donors’ Projects will be an asset.
PERFORMANCE INDICATORS
The performance of work will be appreciated based on the following indicators:
• Quality of work;
• Compliance with the established TOR and deadline for submission of materials;
• Demonstration of good cooperation with local actors involved in promotion activities;
• Demonstration of good cooperation with Project Coordinator;
• Demonstration of good cooperation with national and local mass media and Advertising Agency to be contracted.
SUPERVISION ARRANGEMENTS
The selected Advertising Agency will work under the overall supervision of the Country’s Project Coordinator.
TECHNICAL OFFERS
The technical offers must be completed in English language, divided in two parts: i) TV and radio spot concept and financial offer for filming and mounting ii) financial offer for broadcasting services.
