Project SUPPORT TO THE DEVELOPMENT OF HOME CARE SERVICES IN MOLDOVA 2015-2017 (SOUTHERN MOLDOVA) – Mid-term Evaluation
I. Background
Project summary:
The project is aimed at improving the quality of life of vulnerable seniors and disabled persons dependent on the care of others. The project aims to improve access to professional and high-quality health and social services home care in the southern region of Moldova and strengthen the model of social and health services of home care at national level. To achieve the project objective and in order to strengthen the capacities of communities at the local level in the southern region there are given professional trainings for social workers, social assistants, managers of Social Assistance Departments, NGO representatives, volunteers as well as for patients’ family members. Within the project there will be established new day care centres in the cities of Ceadir-Lunga and Stefan Voda. These day care centres will provide services to the vulnerable people from the cities and the surrounding villages. Strengthening of cooperation and intensive dialogue focusing on the estimate and price adjustments of social and health services in home care between NGOs providing home care services and representatives of relevant miniseries will be maintained within the project. These organizations will promote the development of the legal framework focused on the social part of home care services. New NGOs and local government bodies will be trained on how to establish and operate community-based home care services.

Caritas Czech Republic (CCR) has many years of experience in implementing development and humanitarian projects. It has been active around the world since the nineties of the 20th century. It implements projects mainly in southeast Europe and Asia, Mongolia, Haiti and in the Horn of Africa. The experience of CCR covers areas of social care, health care, education, agriculture and human rights. CCR has been implementing home care projects in Moldova since 2007 focusing on development of social and medical services, and development of legal framework for home care services for the elderly and vulnerable persons.

CCR is responsible for strategic management; supervision of the project (monitoring visits, constant communication with implementing partner, controlling the project quality); building of capacities of the partner organization; reporting to donor.
CCR is the biggest provider of social services in the Czech Republic and has extensive experience in the social sector.
Implementing Local Partner Organisation:

Association HomeCare (AOHC)
From 1999 to 2008 the Association was functioning under the NGO Caritas Moldova. Since independence in 2008, AOHC has become one of the most important and influential organizations in the field of home care, actively cooperating with the government to institutionalize home care services. AOHC set up and continues to form a network of NGOs from all over Moldova in the field of home and palliative care and their cooperation with local and state administration. It is one of the few accredited and respected organizations in the country. Since 2009 AOHC collaborates with CCR to support the development of health and social services home care in Moldova.
Association Homecare is responsible for direct planning and implementation of the activities; cooperation with local partners (national and local public administration bodies, the media and other stakeholders); and reporting to CCR management.
Other Stakeholders involved in the Evaluation:

Local public administrations (LPAs) and district departments of social assistance
Healthcare centres
New NGOs from the South involved in the Homecare Network

II. Objectives of evaluation
The objective of the mid-term evaluation is to provide CCR with sufficient information on relevance and clarity of objectives, results and monitoring system and collection of monitoring data:
The evaluation will assess relevance and clarity of the project specific objective and results, especially to the project overall objective and to the needs of the sector, suggests recommendations and identify possible proposals of changes of the project logic intervention. Besides that, the evaluation will assess relevance and clarity of the project indicators at the level of overall and specific objective and results and the tools and methods of data collection and analysis (sources of verification), and suggests recommendations and identifies possible proposals of changes of the indicators and tools and methods applied if needed. Furthermore, the evaluation will ensure baseline data collection for ongoing and ex-post assessment of fulfilment of indicators at the results level.
The evaluation shall as well identify risks and recommends necessary measures for successful project completion and handover of the centers to the administration of selected medical institutions at the end of 2017 under which the provision of homecare services will be ensured with financial support of the local public administration (LPA) according to the Contract between AOHC and respective LPA. In addition, the evaluation will identify risks and recommends capacity building activities of the day centres personnel.
Finally, the evaluation will provide adequate information on which to proceed to concluding additional agreement with any of the stakeholders or donor agency.
III. Key Issues to be studied

The key issues to be addressed by the evaluation are listed below. Please note, that CCR will require evidence-based answers to all these questions.

The evaluator should approach the following issues:

Relevance and clarity of objectives, results and monitoring system and collection of monitoring data:
- The relevance and clarity of the proposed project specific objective and results, especially to the project overall objective and to the needs of the sector.
- The relevance and clarity of the project indicators at the level of overall and specific objective and results and the tools and methods of data collection and analysis (sources of verification).
- The Evaluator suggests recommendations and identifies possible proposals of changes of the indicators and tools and methods applied if needed.
- The evaluator will collect the data for assessment of the achievement of the indicators at the results level. The following indicators needs to be assessed:

• Representatives of LPA and NGO effectively participate in creation and organization of community services for people needing home care (Survey among LPAs and NGOs on activities of creation and organization of community services)
• At least 80 per cent of direct recipients are satisfied with the quality and scope of health and social home care services (Survey focused on service quality and client satisfaction)
• Home care service is recognized and promoted as an integrated medico-social service by the end of the project in the South region of Moldova (Survey among LPAs and NGOs on activities of creation and organization of community services)
• Identified and got involved of at least 3 NGOs from the South in the network of AOHC (Survey among LPAs and NGOs on activities of creation and organization of community services)

Management / sustainability:
- Costs calculation of the centres; preparation of a plan for financial sustainability of the centres after the end of the project without support of foreign donors. The plan will reflect possible changes in the scope of services provided by the centre and its organisational structure.
- Recommendations for an improvement of the measures at the project management level to ensure successful handover of the centres in terms of administrative procedures.
- The adequacy of human resources and administrative capacity of the day centres for maintenance after the end of the project and recommendations for capacity building activities of the day centres personnel.

IV. Methodology

CCR emphasizes triangulation of the methods. Field research in combination with desk research based on analysis of relevant secondary sources will be crucial.

The Evaluator will propose a list of relevant primary data sources and methods of data collection and analysis. These will be included in the Evaluation Work Plan, submitted by the Evaluator to CCR in date specified in section VI of this document. Furthermore, CCR expects from the Evaluator mainly to conduct research on relevant actors. All relevant stakeholders will be invited to participate in evaluation (at least AO HC, representative of LPAs, Health Centres and NGOs involved in the project).

Preparatory activities, field work, analysis, report drafting, feedback, editing, and report finalization will altogether last for 5 weeks. Further time specification of each phase is described in section VI of this document. Location and duration of study activities will be specified in Evaluation Work Plan.

Among the data/information collection tools that will be used, the Evaluator should include statistic data review, field observations, reference to project documents, administrative records and key interviews.

The first draft report will be submitted to CCR by 15th December 2016. The final evaluation report, after settlement of all comments and suggestions, will be submitted to CCR by 20th December 2016.

V. Expected Deliverables

The Evaluator will submit to CCR for approval the following deliverables:

Deliverable 1 Evaluation Work Plan – outlining methodology, outline of survey and interviews and timeframe of evaluation (about 2 pages).
Prepare Evaluation Work Plan with listed relevant primary data sources, methods of data collection and analysis, list of respondents, outline of the locations, time specification and duration of the sessions.
Deliverable 2 First draft Evaluation Report and Final Evaluation Report (about 15-20 pages) - detailed report on his/her services which will include an analysis of the aspects which are described in the chapter of II and III and using the methodology described in the chapter of IV.
Deliverable 3 Ad-hoc consultations and presentation of the Final Evaluation Report (30 minutes) (key findings and recommendations to CCR management).

VI. Work plan and timetable

The Evaluator should perform all of the tasks under this Terms of Reference in November – December 2016.

VII. Qualification required

Education
• Degree in social sciences or health, international development or other related studies
Work Experience
• Proved practical experience in evaluating projects/programmes in relevant field, incl. formulation of recommendations
• Proved professional experience working in the region of Eastern Europe
• Professional experience in national/international NGO in working with Public Administration (central and local) sectors highly desirable
Skills
• Strong analytical, organizational and communication skills
• Ability to meet deadlines and prioritise tasks
• Fluency in English and Russian required
Other
• Ability to travel alone; Independence
VIII. Budget
• The maximum budget allowed for this Evaluation is 2 000 EUR

• professional qualifications of the individual evaluator;
