BASIC FUNCTION OF POSITION
Serves as the principal expert locally employed staff (LES) assistant assigned to the Export Control and Related Border Security (EXBS) Program in Moldova with responsibility for substantive input in planning and executing country programs and for administrative and budgetary issues related to EXBS office operations and EXBS Program implementation. Organizes and ensures execution of official interpretation and written translations on diverse technical subject matters to executive level of the host country government. EXBS Program Coordinator also interprets or insures accuracy of discussions with high-level EXBS-sponsored delegations.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. University degree in Law, Public Administration, Management, Accounting/ Finance or International Relations is required.
2. Minimum 3 years of progressively responsible work experience in project start up or operations and/or other assistance is required.
3. Level 4 (Fluent) Speaking/Reading English is required. This will be tested. Level 4 (Fluent) Speaking/Reading Romanian and Russian is required. (Please indicate in the Application form/ resume the level of knowledge of all three languages)
4. Knowledge of Basic Accounting Standards is required. Knowledge of U.S. and host country customs and border operations is required. Good knowledge of geography of Moldova, its borderlines and ports of entry is highly desirable.
5. Must have good knowledge of MS Office Applications. Strong organizational skills are required. Must be able to deal effectively with persons within and outside the U.S. Mission and must demonstrate confidence and professionalism in order to gain cooperation. Diplomacy and tact in dealing with local officials and other Embassy and State Department officers is required. Ability to organize, plan and manage a project with limited guidance is critical. Ability to work under pressure, to deal with overlapping tasks is required. Must have highly developed communicational skills to independently establish and maintain contacts with senior level officials of the host government at the national, regional and local levels.
