Winrock is seeking senior-level energy security, legal and regulatory, policy, renewable energy, gender, and finance experts for a USAID funded project that will support to improve the energy efficiency, utilization of renewable energy sources (RES), and energy security. The experts will design and provided technical leadership to activities that will help implement RES to reduce energy dependence of select publicly-owned municipal school buildings, to demonstrate the commercial viability of installed technology, and enhance the policy and regulatory environment for energy efficiency and renewable energy development. For all positions, preference is given to those with previous Eastern European energy sector experience and advanced degrees. All positions require fluency in English.

Energy Security Specialist will identify long term energy security risks and mitigating these risks. Minimum Experience: At least 15 years of energy security and energy access expertise. Familiarity with Moldova and/or Eastern Europe energy resources, prices and issues.

Energy Legal and Regulatory Specialist will provide legal and regulatory assistance to developing and transitioning economies where new legal and regulatory structures are being established. He/she will also oversee and guide power regulations. Minimum Experience: At least 10 years of experience • Must have Eastern Europe experience and be familiar with energy issues in the region.

Energy Policy Specialist will identify new approaches and improvements to renewable energy investments for new supplies of energy. Minimum Experience: At least 10 years of experience • Familiarity with Eastern Europe energy issues.

Energy Public Private Partnerships Specialist will work with private and public sector investors to invest in local renewable energy development needs. Minimum Experience: 15 years of experience in developing partnerships in the energy sector in Eastern Europe.

Renewable Energy Specialist will design and implement sustainable and clean energy projects in Eastern Europe. Minimum Experience: Minimum 15 years’ managing and implementing sustainable and clean energy projects in Eastern Europe. • Experience in writing project plans and budgets, assembling project teams, coordinating and consulting with government and development agencies, and project monitoring assessments • Must be familiar with Eastern Europe Renewable energy needs and issues.

Energy Utility Specialist/HVAC Specialist will be working with the utility staff on upgrading systems, building capacity (finance, asset management, operations, and maintenance), and developing plans. He/she will also provide advisory support to energy utilities on institutional strengthening as needed. Minimum Experience:10 years of relevant Eastern Europe work experience and familiarity with Utility Management and regulation.

Energy Gender Specialist will identify a gender plan to include women capacity building activities to educate them on clean energy and clean energy technologies. Minimum Experience: At least 10 years of experience and familiarity with energy issues affecting women in rural areas.

Energy Finance Specialist will advise national government agencies, municipal governments, utilities, banks, etc. Minimum Experience: Minimum 15 years’ experience in renewable energy development and financing of sustainable energy projects. • Experience in designing, implementing renewable energy policy, regulation, financing, feed in tariffs, and financial incentives • Must be familiar with Eastern Europe and Moldova.
