Name of position: Country Representative for Moldova
Expected length of employment: 12 months with possibility of extension
Type of position: Full-time
Place of employment: Chisinau
Start date: as soon as possible

II. Organizational context
Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the health and social sectors and also on developing livelihood for the local population and education of children and adults.

Caritas Czech Republic operates in Moldova since 2007. Its projects are mainly implemented in cooperation with local partners focusing on social inclusion, health, human rights and participation. For supporting implementation of its strategy for Moldova, CCR is looking for a country representative with a strong experience in project management and development and capacity building. Country representative will be based in Chisinau.

III. Responsibilities

Project management and capacity building
• support to local partner organisations in smooth implementation of the ongoing projects: M&E, fulfilment of objectives and milestones, risk management, quality management
• assuring smooth administration of the project: preparation of the monitoring reports in cooperation with other team members and implementing partner organisations
• guidance and capacity building to the partner organizations in grant administration and reporting

Programme development
• implementing the CCR’s regional strategy focusing on health, social inclusion, human rights and participation - in cooperation with local partners and team in Prague
• studying actual development, trends and legislation in the sectors in Moldova, keeping contacts to experts and key informants in the sectors
• identifying new project opportunities, project development, proposal writing and fundraising
• supporting local implementing partners: strengthening the relationships, building their capacities, identifying and assessing potential new partners
• strengthening good cooperation with local authorities and local representation of donors (embassies, EU delegation etc.)


Representation of Caritas Czech Republic in Moldova
• maintaining good cooperation and gaining new contacts to potential donors in the country
• coordinating field visits of CCR HQ representatives
• development of CCR mission in Moldova

IV. Requirements

• university graduate, ideally management, sustainable development or other relevant field or equivalent experience
• excellent English both written and spoken and Russian and Moldavian
• experience in project management for at least 3 years
• experience in proposal writing and reporting to the donors
• experience in one of the following fields is desired: social inclusion, health
• experience with management and administration of the EU funded projects (EuropeAid) is an asset
• experience in capacity building
• good organizational skills and ability to analyse information
• motivation, creativity and ability to work independently
• ability to work in a diverse team, managing stressful situations and results orientation
• strong interest in the work of Caritas Czech Republic
• national staff in Moldova only
