Consultants to Coordinate Development of the Situational Analysis for the NAP 2011-2015

UNAIDS announces the contest for recruitment of five national consultants to coordinate Technical Work Groups in developing the situational analysis for the National AIDS Programme 2011-2015 in the Republic of Moldova. The national consultants will coordinate thematic Technical Work Groups in carrying out in-depth analyses within the scope of identifying opportunities, difficulties and positive aspects of the National AIDS Programme. The thematic areas to be broached by the TWGs, under the guidance and facilitation of consultants, include:
1. Response analysis for NAP
2. Prevention, Behavioral Change and Advocacy
3. Treatment
4. Care and Social Support
5. Mitigation and Enabling Environment

The consultants should have the following tasks:
1. Take the lead role in stakeholder consultations;
2. Define the process for conducting the development of the situational analysis by fine-tuning the evaluation instruments and methods of revision;
3. Develop TWG programme for the specified themes;
4. Collect data from various organizations and partners, agencies;
5. Review key documentation and propose critical issues to consider in the Situation Analysis;
6. Act as a source of information;
7. Assess NAP and M&E indications and means of verification;
8. Facilitate TWG meetings;
9. Write a TWG report for the specified theme;
10. Present the report;
11. Perform other tasks.

Requirements for applicants:
1. Higher education degree or a Masters degree in Public Health, Social Sciences, Epidemiology, Demography, Anthropology or other related field;
2. At least 3 years of experience in Planning and Monitoring;
3. At least 5 years of work experience of the specific theme in Moldova;
4. Experience of review of HIV/AIDS Multi-sectoral response is a must;
5. Read, write and speak proficient English, Romanian and Russian.

The consultancy shall have a duration of 1 month and shall be remunerated with a lump sum upon the submission of the TWG report. Services are required starting with 18 November 2009.
