Assistant Legal Officer, NO-A (1 year contract, with possibility of extension up to two years)
UNHCR is seeking a highly qualified specialist, with significant knowledge of conventions and applicable international standards concerning the treatment of asylum seekers, IDPs, refugees, returnees and the stateless, to join us in our efforts to disseminate above to and upheld by the national authorities.
Purpose: In the framework of the EU/UNHCR funded Quality Initiative in Eastern Europe Project, and under direct supervision of the Head of Office, the incumbent will have responsibility for constantly monitoring the application of asylum legislation, protection needs and safety of persons of concern to UNHCR and acts to ensure admission, prevent refoulement, forced displacement, arbitrary arrest and detention, physical attacks (including rape) etc. through speedy, timely, well judged and argued actions/interventions with the appropriate authorities. In addition he/she will
• Maintain constructive informal and formal relationships with central and local authorities and consolidate the capacity of the government to provide protection and respond to the needs of persons of concern to.
• Work with groups of persons of concern to develop timely practical solutions to particular protection problems which meet both the short and long term needs of persons of concern and the local community.
• Gather information regarding the protection needs and security of persons of concern and provides practical advice and guidance on how issues should be addressed.
• Actively coordinate with other UNHCR staff to identify rapidly vulnerable groups and individuals, in particular women and children, and develops concrete initiatives to ensure that their specific protection needs are addressed.
The Assistant Legal Officer will plan, lead and coordinate quality, timely and effective protection responses to the needs of populations of concern. This includes ensuring that operational and advocacy responses in all sectors are shaped in protection optic, mainstream protection methodologies and integrate protection safeguards. Another important function of the position is to ensure that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection.
Qualifications and competencies required:
• University degree in Management/Personnel Administration or Law or Political Science or International Relation or Economics or a related field.
• At least 4 years of relevant work experience.
• In-depth knowledge in all aspects of UNHCR mandate and its Field level application.
• Applied knowledge of protection principles, operational arrangements/standards in relation to protection, assistance, UNHCR office management and staff administration.
• Basic computer skills and working knowledge in MS office software.
• Knowledge of local language and local institutions.
• Excellent knowledge of English with working knowledge of another relevant UN language.
Competencies and Values:
- Working experience both in UNHCR and/or another international organization is an advantage
- UNHCR Specific learning/training activities (i.e. Protection Learning Programme) is an advantage
