Technical advisor

The German Development Cooperation GIZ is currently looking for two full time Technical Advisors for local and regional development for the GIZ project „Modernization of local public services in the Republic of Moldova“. The work place is at the Regional Development Agency North in mun. Balti and the Regional Development Agency South in Cimislia correspondingly.
Summary of essential tasks:
Advise public servants, municipal council members, private sector representatives and civil society organizations on:
 participatory planning and budgeting
 decentralization, local and regional development
 inter-communal cooperation
 project management
 public private partnerships
 procurement and tendering processes
 monitoring and evaluation
 knowledge in the aria of strategical planning on the national and regional level

Requirements
 University degree in one of the following subjects:
o Law
o Public Administration
o Political Science
o Financial Management
o Civil Engineering
 Minimum of two years of relevant work experience
 Detailed knowledge of administrative and government structures of the Republic of Moldova
 Relevant IT-user skills
 Strong State language, English and/or German language skills
 Valid driver’s license
 Moldovan nationality

Strong communication skills as well as a desire to work in an efficient, independent and innovative manner in a multi-disciplinary and inter-cultural team are expected.
