REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

RESETTLEMENT CONSULTANT
The Millennium Challenge Corporation (“MCC”) and the Government of Moldova (the “Government”) have entered into a Millennium Challenge Compact (“the Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Moldova in the amount of USD 262 million.
MCA-Moldova now seeks Expressions of Interest (EOIs) from Individual Consultants for the provision of assistance to the Environmental and Social Assessment Department and Resettlement Officer in the implementation of the Resettlement Action Plan under the COMPACT (Program) Transition to the High Value Agriculture Project.
The Consultant shall have (i) a university degree or 3 (three) years experience in relevant areas: cadastre, land transaction, property valuation. University degree in property valuation or cadastre would be an advantage; (ii) experience in assignments requiring knowledge of Moldovan legislation on cadastre, property valuation and resettlement; (iii) demonstrated experience in assignments for defining, planning and fulfilling multiple tasks in a professional and efficient manner; (iv) demonstrated verbal and written communication skills required for efficient communication with stakeholders; (v) demonstrated drafting skills required to deliver short written reports, working plans and actions; (vi) fluency in Romanian and Russian, knowledge of English will be considered an advantage; (vii) basic computer skills (MS Office, Internet). The Consultant should also (i) be willing to undertake field visits and interact with different stakeholders; (ii) display professionalism, judgement and flexibility to work overtime, if need be; (iii) be responsible and able to work under minimum supervision; (iv) be of outstanding character and integrity; (v) be free of all conflicts of interest and committed to protecting the integrity of the Program.
Before applying, interested Consultants should review the Terms of Reference (“TOR”), which describes the assignment in detail, available on the MCA-Moldova website (http://mca.gov.md/en/Procurements.html) or request it from the MCA-Moldova Procurement Agent, at the email addresses indicated below.
The selection shall be carried out in accordance with the procedures set forth in the MCC Program Procurement Guidelines. A shortlist of the most qualified Consultants will be invited to the interviews and the most qualified consultant will be invited to submit a financial proposal and negotiate a lump sum fixed price contract.
To be considered for this assignment, interested Consultants must submit an Expression of Interest (EOI) to the Procurement Agent, using the EOI forms, available upon request from the Procurement Agent, at the email addresses indicated below. Interested Consultants must submit information on their credentials to perform the services, including description of similar assignments, experience in similar conditions, availability of appropriate skills, qualifications and other relevant information. The shortlist of the Consultants will be selected through comparison of qualifications. Therefore, it is important that all relevant information be included in the consultant's submission. All EOI documents shall be presented in the English language. The EOIs not submitted in the requested format will not be considered.
Consultants shall submit as well the names and contact information (telephone number(s) and email addresses) of at least three professional references, and to clearly state the relationship of the professional reference to the candidate (e.g., supervisor, client, former colleague, etc).
Interested consultants must submit their EOI no later than close of business on Friday, June 13, 2014, local time in Chisinau, Republic of Moldova, to:
