Background and position objective
The USAID/Moldova Business Regulatory & Tax Administration Reform (BIZTAR) Project seeks to improve Moldova’s business enabling environment by reducing the administrative burdens on the private sector, streamlining tax administration, curtailing opportunities for corruption, and improving the access for citizens and businesses to government information.

The basic mission of this position is to advance effective regulatory and institutional reforms in Moldova’s registration procedures, licensing process, construction authorization and, with respect to those, identify concrete improvements to the ‘Doing Business Indicators’.

The position is established for the remaining 10 months of the project with a possibility for renewal depending on funding availability and performance.

Main duties and responsibilities:
The responsibilities of the Regulatory Reform Team Leader include, but are not necessarily limited to the following:
• Track the process of company registration, licensing, construction authorization and Investor’s Rights ‘Doing Business Indicators’, and provide periodic briefings for the Chief of Party on progress toward simplification and issues encountered.
• Represent BIZTAR in a “technical working group” to be organized with the Ministry of Economy and Trade charged with improving the performance of Moldova on Doing Business Indicators, which will include private sector participation.
• Maintain liaison with the Ministry of Economy and Trade on all BIZTAR-related issues.
• Led efforts to consolidate proposed laws and RIAs for reform in construction authorizations with the Ministry of Construction and Territorial Development, State Inspection in Construction, and the private sector
• Lead support to the Chisinau City Hall and other authorities involved in construction regulation in the development of a One Stop Shop for construction authorizations and trade authorizations.
• Draft scopes of work for short-term technical assistance in the area of licensing, construction regulation, and other “Doing Business” related areas, for both Moldovan and international experts, as required, and supervise the performance of contracted experts in these fields.
• Identify any required changes or additions in normative texts, and work with legal experts in drafting these changes, and monitor their progress through the legislative process, working with other BIZTAR staff, as well as with short-term advisors for developing legislative informative notes.
• Other activities as requested by the Chief of Party

Required qualifications:
• A graduate degree in economics, business administration, or a related field.
• A minimum of ten years work experience, in fields related to economy, finance, public law; regulatory and fiscal policy and economics
• Experienced in legal regulation of entrepreneurial activity in manufacturing and non-manufacturing fields;
• A demonstrated ability to engage high level government officials for sustained agency improvements
• A demonstrated ability to lead multidisciplinary teams
• An ability to work with regional strategic partners, national license providers, local and international consultants, and analysis.
• Strong oral and written communications skills.
• Fluency in (at least) Moldovan and English
• Familiarity with USAID systems and regulations is preferred.
