Position: Protection Technical Manager - Psychosocial Support
Duty Station: Chisinau
Salary level: 38 153,00 MDL (gross)
Deadline date for application: 13.06.2025 - 18.00.
INTERSOS is a humanitarian organization working on the protection of Ukrainian refugee at Chisinau and other Regions around the country. All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA and Child Protection policies.

Main Purpose
Serves as the Technical Referent for Protection activities across all projects, with a special focus on the mental health and psychosocial support (MHPSS) component of the protection Program. Supports the protection field team and ensures technical quality in all Protection Interventions under the guidance of Specialists and the Protection Coordinator.
In close collaboration with the Protection Coordinator, provide technical guidance, technical monitoring, professional capacity development, and advice to protection field teams (including MHPSS staff) ensuring that specific components of the program are delivered according to internal guidelines and in line with international standards and principles, in order to achieve mission’s goals effectively, according to INTERSOS vision and values.

Tasks

Definition of the strategy and implementation

Leadership

Contribute to the roll out of the Protection strategy and the Mental Health and Psychosocial (MHPSS) Response framework, in line with Mission’s Strategy and the Global MHPSS guidelines, and provide technical support and assistance for its implementation
Identify Community practices, assets, and structures that are conducive to the promotion of good mental health and ensure that our programming builds on these assets
Design Prevention and Mitigation measures for the protection and mental health concerns identified in the community
Support the Protection Coordinator in providing ongoing strategic protection analysis and development of periodic trend reports (including aspects of conflict analysis, gender, and risk management) and lessons from program experience to inform program development, implementation and policy/advocacy work
Work with Intersos Health teams to ensure continuum of care along the MHPSS pyramid
Ensure cohesion and harmonization of protection activities and services across the different projects in the area locations
Ensure our protection response is community-based in line with the global community-based protection guidelines and MHPSS guidelines
Support the Protection Coordinator in making sure complaints are addressed properly
Develop M&E tools and indicators for measuring the impact, effectiveness and quality of our MHPSS services

Coordination and support:

Escalate any issues encountered in the field and in the locations where we work that may impact the delivery of good quality programme
Meet Project Managers and programme staff regularly to update them on the progress of protection activities as well as to raise any issues and timely adapt activities
Organize regular meetings with focal point of partner agency, to discuss general challenges in their tasks and identification of protection cases
Under the supervision of the Protection Coordinator, undertake regular field monitoring visits and provide support tools to monitor quality of program implementation
Develop tools for Monitoring of Protection activities and Interventions and work on developing analysis of findings that contributes to improving technical quality
Identify opportunities for new protection interventions and support assessments and developments of new project proposals
Support Project Managers in the assessment and identification of new locations for programme implementation

Technical Quality:

Coach, mentor and guide PSS staff to develop their technical expertise in delivering Protection interventions to the highest standard ensuring quality
Provide guidance to Outreach Workers and Social Workers, in the planning and implementation of participatory community activities, awareness sessions, information sharing and campaigns and in the general communication with communities
In coordination with the Protection Coordinator, support the contextualization and adaptation of internal and global guidelines, and SOPs, guarantying these are rolled out and known by staff, and the standards are duly followed
Regularly verify the status of the case management database and conduct case reviews and provide feedback to the staff
Organize case conferences, and regular and ad hoc meetings with Case Workers, Psychologists and staff, to ensure that cases meet and maintain compliance with established SoPs and to address issues
Monitor progress on individual cases documented by the psychologists, maintaining strict protocols for confidentiality and consent
In coordination with the Protection Coordinator develop training materials, deliver training and workshops to protection staff to build skills on MHPSS and protection topics, and deliver trainings and workshops to non-protection staffs to build skills and knowledge of Staff Care, Mental Health, PFA and other topics relevant to all sectors
Ensure Referral Pathways are developed and service mapping is regularly updated and shared with all protection staff members, and take proactive actions to remain informed about the available services for referral and coordination

Networking and Partnerships:

Maintain collaborative relations with relevant clusters and related working groups at field level, and liaise and network with other organizations working in MHPSS and protection
Attend cluster meetings and other coordination meetings regularly as agreed with the Protection Coordinator, and ensure that the work of Intersos is shared with other humanitarian actors
In coordination with the Protection Coordinator, ensure that main protection concerns are brought to relevant stakeholders to advocate for respect of human rights and minimum protection standards.
Requirements

Education

University degree in relevant field (Psychology or Social Work degree required); a background in Psychology is preferred
Desirable Master degree (MA) in Psychology or Social Work

Professional Experience

Minimum of 3 years of relevant working experience, with at least 2 years in mental health and psychosocial support, and/or working with GBV survivors, and/or refugees and vulnerable communities, preferably within an INGO

Professional Requirements

Strong theoretical, technical and practical background in protection and MHPSS (mental health and psychosocial support) - mandatory
Essential computer literacy (word, excel and internet)

Personal Requirements

Excellent interpersonal and communication skills and ability to work and integrate in a multicultural team
Ability to work under pressure, flexibility
Problem solver, dynamic, mature, proactive
Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks
Solid time-management skills, resourcefulness and attention to details.
Diplomatic skills in networking with partners, authorities and donors
Experience in complex emergency setting involving displacement
Reporting skills, experience with monitoring tools and systems, data collection and analysis
Capacities in developing training program in specific thematic areas

Languages

English and Romanian or Russian mandatory. Ukrainian desirable
