OUTREACH CONSULTANT
The Millennium Challenge Corporation (“MCC”) and the Government of Moldova (the “Government”) have entered into a Millennium Challenge Compact (“the Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Moldova in the amount of USD 262 million.
MCA-Moldova now seeks Expressions of Interest (EOIs) from Individual Consultants to act as an Outreach Consultant, who together with the Outreach Officer, under the supervision of the Communication and Documentation Director will have the responsibility to effectively publicize the Compact Program implementation efforts and informs about the extension of the deadline for submission of EOIs to COB on Tuesday, July 22, 2014.
The Consultant shall have:
(i) advanced university degree in communication, journalism, philology, public relations etc.;
(ii) at least three years of progressively responsible experience in at least one of the following fields: public relations, journalism, communications, with particular experience in complex and multi component programs in international organizations;
(iii) ability to apply appropriate writing, speaking, and listening skills in order to precisely convey information, ideas, and opinions;
(iv) demonstrated ability to produce high quality, creative communication materials using appropriate vocabulary and language style compatible with social conventions and sensitivities;
(v) excellent knowledge and experience of use of modern audio-visual techniques and communications tools;
(vi) demonstrated knowledge of local and national media;
(vii) good organizational and presentational skills, ability and experience in presentations and appearances;
(viii) understanding of equal opportunities and social inclusion issues;
(ix) oral and written fluency in Romanian and English. Good proficiency in Russian;
(x) experience in the use and practical operation of standard office applications (word processing, presentations development, email, internet etc.), printing applications, photo and video editing software;
(xi) ability to establish priorities, plan, coordinate and monitor own work and to deliver work on time within agreed deadlines.
The Consultant should also:
(i) be of outstanding character and integrity;
(ii) be free of all conflicts of interest and committed to protecting the integrity of the Program.
Before applying, interested Consultants should review the Terms of Reference (“TOR”), which describes the assignment in detail, available on the MCA-Moldova website (http://mca.gov.md/en/Procurements.html) or request it from the MCA-Moldova Procurement Agent, at the email addresses indicated below.
The selection shall be carried out in accordance with the procedures set forth in the MCC Program Procurement Guidelines. A shortlist of the most qualified Consultants will be invited to the interviews and the most qualified consultant will be invited to submit a financial proposal and negotiate a lump sum fixed price contract.

Consultants must submit an Expression of Interest (EOI) to the Procurement Agent, using the EOI forms, available upon request from the Procurement Agent, at the email addresses indicated below. Interested Consultants must submit information on their credentials to perform the services, including description of similar assignments, experience in similar conditions, availability of appropriate skills, qualifications and other relevant information. The shortlist of the Consultants will be selected through comparison of qualifications. Therefore, it is important that all relevant information be included in the consultant's submission. All EOI documents shall be presented in the English language. The EOIs not submitted in the requested format will not be considered.
Consultants shall submit as well the names and contact information (telephone number(s) and email addresses) of at least three professional references, and to clearly state the relationship of the professional reference to the candidate (e.g., supervisor, client, former colleague, etc.).
