Eurasia Foundation (EF), a US-based international development organization promoting civil society development, independent media, and good governance, is accepting applications for an Organizational Development Officer for the Moldova Partnerships for Sustainable Civil Society project.

Funded by USAID, the goal of the Moldova Partnerships for Sustainable Civil Society project is to improve the capacity of civil society in Moldova to represent citizens’ interests, influence policymaking and sustain the sector’s democratic role for the future.

Position is contingent upon funding and is based in Moldova.

Summary of Responsibilities

•Design and refine organizational assessment tools for use with Moldovan CSOs.
•Identify training and consultancy needs of project partner CSOs.
•Conduct training and provide consulting on organizational capacity topics, including governance, strategic planning, advocacy, communications, and program design.
•Coordinate organizational capacity development work with a Moldovan implementing partner.
•Assist with the development of a capacity-building marketplace of service providers.
•Oversee and assess the work of short-term organizational development consultants.
•Maintain regular communication and provide guidance and coaching to partner CSOs.
•Conduct site visits to CSOs based in the regions.

Summary of Qualifications
•Bachelor’s degree in international development, public administration, law, political science, and/or another relevant field is required. Master’s degree in same fields is preferred but not required.
•A minimum of 5 years of work experience in organizational development, program evaluation, civil society sector development, and/or related fields.
•Experience in Moldova is required; international experience is desired.
•Prior experience in coordinating with partner and donor organizations is highly desired.
•Technical expertise and experience in organizational development and capacity building.
•Demonstrated ability to facilitate dialogue and work constructively with stakeholders within and around non-profit organizations.
•Proven ability to communicate skills and experience to others effectively as a trainer or advisor.
•Native proficiency in Romanian is required. Fluency in English is required.
