The Government, recognizing the need to use Information and Communication Technologies (ICT) as a
crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the
World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation
(GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens
and businesses and improve management of ICT in the public sector.
The State Chancellery invites individual consultants to indicate their interest in providing services. Interested
consultants must provide information indicating that they are qualified to perform the services (description
of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification
requirements.
The primary objective of the assignment is to to organize and lead an efficient operational and financial
environment for MPay services following the Electronic Payment Government (MPay) Implementation
Actions approved by Government Decision nr. 280 on April 24, 2013.
Minimum qualification requirements:
- University degree in areas such as economics, business administration, accounting, banking,
finances or related;
- Demonstrated work experience in the budgetary system, accounting, banking or finances of over 2
years;
- Familiarity with finances and accounting in public institutions would be an asset;
- Excellent understanding of the banking, public finances and legal administration;
- Knowledge of relevant national legislation;
- Experience with donors’ funded projects (World Bank, EBRD, IMF, UNO) is desirable;
- Skills to draft various kinds of project documentation, accounting and financial reports;
- Excellent team work, communication skills.
- Ability to effectively communicate and write in English and Romanian. Communication in Russian
is an advantage;
- Computer proficiency (Windows, MS Office, Internet Explorer).
This is a full-time assignment expected to commence in February 2014. The contract will be signed for a
period of 12 months with a probation period of three months, during which the contract can be terminated.
The contract could be extended beyond the original term subject to the consultant’s satisfactory performance
and same fee rates.
