Project title: Technical Assistance to the Bureau for Reintegration of the Republic of Moldova

Brief description: The overall objective of this project is to facilitate the settlement of the Transnistrian conflict by fostering the approximation process between the two sides.

The purposes of this contract are as follows:
 to increase the institutional and the coordination capacities of the Bureau for Reintegration;
 to foster awareness of the issues at stake among the country’s political actors and the general public and to promote dialogue with the Civil society on both banks on the Dniestr/Nistru rivers.

Component 1: Capacity Building
Component 2: Communication & Awareness Raising
Component 3: Interacting with Civil Society

Commencement date of the project: March 2013

Duration of the assignment: 100 work days over 18 months

Requirements:
Qualifications and skills
- University degree, preferable in Communications, Journalism or equivalent
- Computer literacy; general knowledge of web site management
- Excellent written and oral communication skills
- Proven fluency in oral and written English. Knowledge of Romanian and/or Russian is essential

General professional experience:
- Preferably at least 10 years international experience in the field of communication and public information preferably in an international cooperation or development assistance environment
- Demonstrated experience at senior level of effective communication strategy formulation and implementation
- Familiarity with communication tools, including mass information campaigns
- Demonstrated experience at senior level of effective training strategy formulation, organisational support and management

Specific professional experience:
- Confirmed experience in working with government institutions in the NIS would be an asset
- Previous experience in post conflict conciliation actions would be an asset
