The Alliance of NGO’s active in the field of Child and Family Social Protection (APSCF) is hiring a Grants Officer

Project description:

APSCF is starting a one-year long project entitled “Refugee Support under APSCF Umbrella”, funded by Diakonie Katastrophenhilfe (DKH).

The purpose of the project is to contribute to the provision of quality emergency response services for Ukrainian refugees, affected TCNs and vulnerable local population in Moldova through CSO empowerment. In accordance with the pledges of the localization agenda, local CSOs play a very important role in the mitigation of the refugee crisis. Yet, they often lack the capacity and access financial resources needed to scale their interventions. APSCF, with the support of Diakonie Katastrophenhilfe, will provide funding opportunities and capacity building for member and partner local NGOs in Moldova.

Duties and responsibilities:

Coordination and monitoring of sub-grants programs, including among others:

Active participation in the design of the sub-grants program;
Develop and publish Request for Applications;
Manage grant evaluation, award, and post-award monitoring, risk assessment;
Organize grants selection processes in full compliance with donor and APSCF requirements;
Conduct grants orientation activities for interested organizations;
Provide technical support to grant recipients, ensuring efficient implementation of projects, compliance with donor and APSCF rules and procedures, and timely programmatic and financial reporting;
Support revision of applicant’s proposals and review budget estimates for reasonableness, eligible costs and consistency;
Prepare grant agreements in collaboration with the Project Director, Project Manager and DKH team, and ensure documentation is complete and recorded in project files;
Track grant fund during implementation on a monthly basis, cumulatively and by grantee;
Prepare cost and no-cost amendments to grant agreements as necessary;
Work with the project team on any procurement elements under the grants component;
Assist with grants reporting to the donor and event organization;
Oversee grant completion and closeout;
Monitor grantees for compliance with financial report verifications and spot-checks;
Build and maintain collaborative relations with relevant civil society organizations, public authorities, and individuals;
Conduct site visits of grantees, when necessary;
Contribute to the project communication and visibility activities;
Perform other tasks assigned by the Project Director and Project Manager that are consistent with the general requirements of the project.
Training, skills and personal qualities of the candidate:

Relevant university degree;
At least 3 years of experience in working with grants programs, preferably in the social field, including monitoring activity and financial milestones, reporting on results, and ensuring compliance with donor requirements;
Demonstrated experience and skill with budget preparation and analysis;
Familiarity with public and private donor rules and regulations;
Experience in the civil society sector is an advantage;
Strong writing skills and ability to communicate effectively;
Experience of working in rural communities and with grass-roots organizations is an asset;
Sensitivity to the refugees, TCNs and local vulnerable people, especially children and families’ problems;
Excellent interpersonal and communication skills;
Fluent in Romanian, English and Russian are an asset;
Results-oriented and problem-solving skills;
Manifest quick reaction in case of difficulties in implementation;
Ability to uphold high standards under pressure and with tight deadlines;
Ability to work in team and autonomously, with a pleasant and respectful behavior;
Dynamism, spirit of cooperation, and initiative;
Responsibility, discipline and fairness;
Full respect for beneficiary’s/organization confidentiality.
Relationships according to the organizational chart:

The Grants Officer reports to the APSCF Secretary General/Project Director and Project Manager and works in collaboration with the Programme Officer and other members of the implementation team. During the project execution period, APSCF’s team will work in close collaboration with DKH capacity building team who will offer support including though consultations, mentoring, trainings, program and grant design, documentation templates, procurement procedures, and other assistance that will ensure the smooth and successful implementation of the project.
