The Twinning Project “Strengthening Public-Private Partnerships (PPP) system in the Republic of Moldova” is seeking a Full-time Translator/Interpreter (Language Assistant) to support the Resident Twinning Adviser (RTA). Based at the Public Property Agency in Chisinau, the Project’s Translator/Interpreter will be responsible for enabling excellent oral and written communication between the German, Czech, Slovenian and – of course – Moldovan team members.
Main Tasks
• Interpreting meetings and other oral conversations from English into Romanian and vice versa in simultaneous or consecutive modes;
• Interpreting meetings and other oral conversations from English into Russian and vice versa in simultaneous or consecutive modes;
• Translating documents, regulations, training materials, information materials and other written material, such as presentations and material to be presented at workshops and seminars, from English into Romanian and vice versa and from English into Russian and vice versa;
• Drafting of written materials with relation to the project in Romanian, Russian and English;
• Proofreading written project materials in Romanian, Russian and English;
• Assisting the RTA, the short-term experts and other foreign specialists involved in the project in matters related to language problems or other problems due to being and working in a foreign country.
Reporting to the twinning contract, the Translator/Interpreter shall be responsible for:
• Interpretation services to the Member States experts involved in the Project during their weekly working missions to Chisinau assisting the small coaching sessions provided to selected Moldovan staff of the beneficiary institutions (i.e.: the Ministry of Economy, PPA, PPP Unit etc.), facilitating the exchange of information and data between local and foreign officials;
• Providing consecutive interpretation during training session, seminars and other events, in accordance with the Project’s working plan;
• Daily support for the translation, drafting and editing of project documentations (training materials, information materials, regulations, power point presentations, etc.) from Romanian to English language and vice versa AND, when requested, from Russian to English language and vice versa;
• Linguistic assistance to the RTA;
• Assistance to RTA in relations with public offices relevant for the project and with all project stakeholders to contribute to development of the Twinning communication strategy;
• Administrative support to the RTA during implementation of Twinning project or other assignments requested by RTA;
• Assistance to the RTA Assistant in case of his/her absence and taking responsibilities of her/his duties;
• Participation in study visits to Member states providing consecutive and/or simultaneous interpretation from English into Romanian and vice versa and providing logistical/organizational support to the group and the backstopping office at the B.&S.U. in Berlin.
Key Skills
• University degree in foreign languages or equivalent qualification in translation/interpreting;
• Fluency in both written and spoken Romanian, Russian and English languages;
• At least an intermediate knowledge of German will be an advantage (optional skill);
• Qualification/Experience in translation and interpreting from Romanian into English and from English into Romanian, in particular of legal texts;
• Qualification/Experience in translation and interpreting from Russian into English and from English into Russian, in particular of legal texts;
• A well-established experience in interpreting and translating, as well as a sound knowledge and understanding of public services and an ability to work within them;
• Good knowledge of the Republic of Moldova and its institutions, legislation and administration and knowledge of EU issues;
• Experience in organising workshops and meetings (optional skill);
• Good computer skills, including MS applications (Word, Excel, Outlook and Power Point);
• Methodical knowledge to facilitate handling problems typically encountered when translating and interpreting.
Besides the following attributes would be an asset:
• Experience as translator/interpreter in Twinning projects or experience with the implementation of projects funded by the EU or other international projects;
• Experience from the work in an international environment;
• Experience of working/studying in Germany and/or EU Member States;
• Knowledge of and/or experience in the Moldovan Public Administration;
• Knowledge of EU policies and institutions.
CONDITIONS OF EMPLOYMENT
Successful applicant will be a self-employed independent consultant and she/he will undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force, including for those related to medical and social insurance.
The assignment is full time; the RTA Language Assistant’s contract will run from the date of the signature throughout the period of implementation of the Twinning Contract. The Twinning project end is estimated in December 2015 (optional prolongation is possible). The envisaged remuneration consists of € 1.100,00 per month and will be assessed upon the quality of the candidate. The contract will be signed for a period of 24 months.
NOTE: Twinning Manual foresees that the chosen assistant is not a civil servant or agent of the beneficiary (past 6 months) nor is on leave from the beneficiary to take up the position of the project assistant.
