Finance officer& accountant

Description of Responsibilities:
• Manage financial records for the project;
• Track project expenditures;
• Assist with Fiscal Year budget preparation;
• Develop and maintain a detailed budget for the implementation stage of the project including contributions from partners and national and local governments;
• Ensure financial compliance with CASMED policies and procedures; donor’s requirements and Moldovan financial laws and regulations;
• Manage international and local transfer of funds;
• Respond to and follow up to ad hoc requests for financial information;
• Compile monthly field expense reports;
• Review and process program invoices and other payments;
• Responsible for monthly finance report and back up documentation;
• Prepare forms and manuals for accounting and bookkeeping personnel, and direct their work activities.
• Other duties as assigned.
Qualifications:
• Minimum 3 years of technical expertise in financial management or equivalent combination of education and experience;
• Certified accountant and previous experience in financial management and budgeting for NGO sector;
• University degree in Finance / Accounting / Audit or other relevant fields;
• Knowledge of financial principles and formats (financial statements);
• Excellent interpersonal and organizational skills;
• Fluency (written and oral) in Romanian and English required.
• Good knowledge of MS Office;
