The Charity Centre for Refugees (CCR) NGO, an implementing partner of UNHCR Moldova, is a nongovernmental, apolitical and non-religious organization. CCR aims at facilitating integration of refugees, beneficiaries of humanitarian protection and asylum seekers into local society by encouraging their community-building and self-reliance in Republic of Moldova.
CCR is looking for candidates to fill the full-time position of Employment Counsellor
SCOPE:
The holder of this position will be responsible for guiding and assisting refugees, beneficiaries of humanitarian protection, asylum seekers to identify, apply, negotiate and hire out decent job for sustainable employment.
In achieving the center’s goals, the gender balance aspect will be taken into consideration, offering equal opportunities to both women and men to benefit from the Centers’ services.
KEY DUTIES AND RESPONSIBILITIES:
Under the guidance and direct supervision of the Project Coordinator, the incumbent provides effective and efficient management of the CCR through a range of actions contributing to the planning, management, and monitoring of employment Centre’s activities. The Employment Counselor applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach.
The Employment Counselor works in close collaboration with the Project Coordinator for effective achievement of results, anticipating and contributing to resolving Centre’s-related issues and information delivery.
• Ensure timely and efficient delivery of outputs and products leading to the achievement of expected results; be responsible for the implementation of the Centre’s work plan according to indicators for achieving planned results
• Enable strategic partnerships with the private sector and academia; suggest and draft provisions of future collaboration agreements with such strategic partners;
• Organize interviews, motivation seminars, “management by walking around”, counselling, and general meetings for the staff and direct beneficiaries
• Weekly and quarterly evaluate recruitment and teaching/coaching activities and report back to Project Coordinator
• Assist refugees/asylum seekers in exploring their interests and experience and translating that into potential jobs. Help refugees/asylum seekers identify their needs and preferences in work schedules, salary, location, and transportation
• Provide counselling, advocacy, job coaching, skills training, assessment and referral
• Provide individualized follow-along supports to assist refugees/asylum seekers in maintaining employment. Provide frequent in-person supports during the first month of a new job and at least monthly after working steadily and desired by refugees/asylum seekers
• Actively develop positive relationships with employers to facilitate successful placement of refugees/asylum seekers
• Organise informative sessions and roundtables with refugees/asylum seekers and employers
• Complete daily documentation of the work that was conducted with refugees/asylum seekers toward completing/achieving their employment goals
• Implement field trips (social/monitoring visits) to urban and rural areas where refugees/asylum seekers reside in Republic of Moldova
• Prepare monthly, quarterly and annual work-plans reflecting the beneficiaries’ progress, scope of activities (recruitment of beneficiaries, teaching and coaching, visibility, etc.), timing, sequencing, cost and other inputs for the implementation of the employment activities
• Assist in preparing annual reports and maintain database by compiling, gathering and proofreading data
• Provide counselling on computer/IT services to find job, accommodation, CV elaboration, etc.
Knowledge and abilities:
• Excellent written and oral communication skills
• Ability to work efficiently and accurately
• Ability to work in team and independently
• Excellent organizational skills
• Ability to work in-doors and out-doors
• Respond to all requests for specific work services in a timely manner
• Be available for on-call services according to the schedule
• Ability to be available to work on weekends
• Experience in the usage of computers and office software packages (MS Word, Excel, etc).
• Valid Driver’s License, cat. B
Education and professional training
• University Degree in social sciences, law, economics, public administration or related areas.
• Master Degree would be an advantage.
• Training in human resources and/or career advising is mandatory.
• Additional training and certification in project management would be a strong asset
Experience:
• At least three (3) years of progressively responsible experience is required at the national or international level in the local/regional economic development, career development or related fields, preferably in an international organization, national agency, non-governmental organization/think-tank, or private sector.
• Practical experience in providing direct interventions/projects in Career counselling is mandatory;
• Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO/think-tank or private sector / consulting firm is a strong advantage;
Language skills:
• Fluency in both oral and written English, Romanian and Russian; fluency of English language for understanding organization’s working documents and undertaking various job-related trainings; fluency in Romanian and Russian are needed in order to interact on a daily basis with the beneficiaries, local stakeholders, among others.
• Working knowledge of one or more additional languages would be an asset.
