Eurasia Foundation (EF), a US-based international development organization promoting civil society development, independent media, and good governance, is accepting applications for a Deputy Chief of Party (DCOP) for the Moldova Partnerships for Sustainable Civil Society project.
Funded by USAID, the goal of the Moldova Partnerships for Sustainable Civil Society project is to improve the capacity of civil society in Moldova to represent citizens’ interests, influence policymaking and sustain the sector’s democratic role for the future.
The DCOP position will support the Chief of Party (COP) in managing and monitoring all program components, provide management oversight of all local staff, assist in managing office operations, support the COP in overseeing the quality, cost effectiveness, and timeliness of all work, collaborate with implementing partners to coordinate efforts, and represent the program to USAID and other constituents.
Position is contingent upon funding and is based in Moldova.

Summary of Responsibilities
• Assist the COP in technical, administrative, and managerial tasks needed to ensure efficient program implementation, coordination, program compliance and delivery.
• Assist the COP in monitoring, evaluation and reporting functions.
• Assist the COP in managing program staff and monitoring performance.
• Coordinate program implementation with partners, stakeholders and other donors to ensure smooth implementation.
• Provide technical expertise on key component areas.
Summary of Qualifications
• Bachelor’s degree in international development, public administration, law, political science, and/or another relevant field is required. Master’s degree in same fields is
preferred but not required.
• A minimum of 7 years of work experience in promotion of democracy, civil society sector development, political participation and/or related fields. Experience in Moldova is required; international experience is highly desired.
• A minimum of 5 years of experience in efficiently managing and leading a professional and administrative staff.
• Prior experience in coordinating with partner and donor organizations is highly desired.
• Technical expertise and experience in designing and managing long-term and short-term development programs.
• Proven ability to facilitate dialogue and work constructively with a diverse range of actors to accommodate divergent interests and agendas in a multi-cultural environment.
• Proven ability to communicate skills and experience to others effectively as a trainer or advisor.
• Proven ability to establish and maintain effective and collaborative relationships with
political party leaders, civil society groups, opinion leaders, the media, government
officials and representatives of the international community at the national and local level.
• Prior experience in coordinating with national and international organizations is highly
desired.
• Native proficiency in Romanian is required. Fluency in English is required.
