Call for Expertise to Participate in a Project to Support the Government of Moldova to Implement the National Development Strategy

Ecorys UK is preparing to implement a project funded by the UK Department for International Development to support the Department for Policy and Aid Coordination of the State Chancellery, the Ministry of Finance and 5 other key Line Ministries in implementing the National Development Strategy.

Specifically, the project aims to:

• Build capacity in strategic planning, policy planning, resourcing, implementing, monitoring and evaluating and reporting on key NDS policies in line with MTEF and Programme Budgeting methodologies
• Train line ministry policy units and line departments in methodologies for policy development, monitoring and evaluation;
• Build capacity of Government Apparatus and Ministry of Finance to steer process of updating, resourcing, monitoring and evaluating and communicating NDS priorities in the context of changing fiscal, economic & political circumstances;
• Facilitate effective participation of civil society in NDS planning, monitoring and evaluating and updating mechanisms.

Ecorys is seeking to fill a number of key long term positions on the project with enthusiastic and motivated experts with the following skills, qualifications and expertise:

• Understanding of the current political, economic and social environment
• Understanding and experience of the institutional structure of government and the processes and procedures for policy formulation
• Understanding of planning and policy formulation
• Understanding of budgeting processes and procedures (including MTEF)
• Experience of working with government ministries and coordinating with donor funded projects
• Experience of training & mentoring
• Experience of Project and/ or Programme Management (preferably of donor funded projects)
• Fluent English and Romanian
