UNAIDS Moldova announces the recruitment of 9 National Consultants to develop the conceptual framework for a comprehensive national database/data depository for the HIV/AIDS M & E system of Moldova, which will serve as platforms for integrating data from the health information system, data collected at local level and aggregated at district level, values for NAP indicators and for UNGASS and UA reporting. The team of consultants will include:
- One lead consultant;
- One technical coordinator;
- One facilitator of consultations/consensus building;
- One technical consultant (soft adaptation and data import/entry);
- One assistant;
- Four sectoral consultants (for health, education and youth, social protection, and NGO sectors).
The team of consultants shall work together under the guidance of the lead consultant, with the administrative and logistic support of the assistant/translator, in close consultations with the UNAIDS Country Office – the UCC and M&E Advisor. Consultative work groups shall be established under each of the sectoral consultants (for health, social protection, education and youth, and NGO sectors).
In order to ensure a participatory development of the national database and data depository concept, the team of consultants shall work together with key stakeholders to identify data needs at different levels and for different sectors of the national AIDS response.
The consultancy methodology will include desk review of relevant reports, interviews with key stakeholders and relevant counterparts at the technical level.
Deliverables:
- Analysis of data and indicator requirements in order to determine which indicators are necessary for the database / depository
o Deadline: March 31, 2010
- Analysis of major stakeholders’ needs in order to determine what information is most needed
o Deadline: March 31, 2010
- Consensus over key components of the database and of the data depository
o Deadline: April 30, 2010
- With technical backstopping from the CMS Division, UNAIDS HQ, customize outlay of CRIS3 Moldova
o Deadline: May 31, 2010
Duration of Work: March 15 – June 15, 2010
