The Global Libraries Moldova program is a two-year learning grant designed to gain an in-depth understanding of the opportunities for providing wide scale public access to the internet through the existing public library network. This will occur through networking with a wide range of stakeholders, providing training to librarians, and piloting public access to the internet in a number of libraries.

POSITION DESCRIPTION
IREX seeks applicants for the position of Communications Specialist. Under the supervision of the Program Director, the position will serve as a liaison between Global Libraries Moldova program, local and national media, and the Moldovan library sector, as well as assist in the development and implementation of a publicity and promotion campaign to raise public awareness about library development and implementation of Global Libraries Moldova. This position is available immediately.

Specific duties include, but are not limited to, the following:

Description of Responsibilities:

• Develop Global Libraries Moldova media and communications strategy in Moldova;
• Create a pool of media contacts that are interested in the issues of library development in Moldova and that would help Global Libraries Moldova increase public awareness about library innovation and development;
• In cooperation with the program team, produce opportunities for media contacts to cover the topic of library development (suggesting topics for articles and interviews, ensuring quality pictures from the program, sharing results of Impact team research with media, etc.);
• Write articles and press releases;
• Assist development of publicity materials;
• Analyze regular media monitoring and adjust Global Libraries Moldova communications strategy accordingly;
• Serve as a spokesperson for Global Libraries Moldova as needed.

Qualifications:

• University degree, preferably in journalism or communications;
• 5-10 years minimum of experience in media/communications/public relations sector;
• Excellent communication and writing skills;
• Strong organizational skills;
• Fluent English preferred;
• Fluent Romanian and Russian a must.
