World Learning, a global non-profit organization, (www.worldlearning.org) is seeking a Chief of Party for an USAID “Civil Society Strengthening” program in Chisinau, Moldova. Duration: 3 years. Recruitment contingent upon successful award of the project. Background:
The Moldova Civil Society Strengthening Program aims to help strengthen representative democracy in Moldova through support for a constituent-driven, financially viable civil society sector.
Chief of Party:
The Chief of Party will provide leadership, vision and direction for the implementation of all program components – training, technical assistance, institutional support – and ensure that all proposed program objectives and targets are achieved. He or she will manage and develop local staff, including all long and short-term domestic / international trainers, consultants and subcontractors, provide training and technical assistance related to civil society development, develop and monitor program implementation plans, performance monitoring plans and all other required reports, provided briefings and analysis to USAID on sectoral issues, maintain effective relations and coordination with other donors, local and international partners, collaborate with implementing partners to coordinate efforts and share results, and serve as primary liaison with USAID and Moldovan counterparts.
The Chief of Party must be a dynamic, flexible, adaptable team player with demonstrated leadership. Coupled with relevant advanced degrees from accredited universities, candidates must have at least 7 to 10 years of progressive experience in the following areas:
• Capacity building specialist or capacity building project manager with experience in planning and managing capacity building programs for local government and CSOs; experience assessing assets and gaps, determining appropriate interventions, and monitoring and evaluating effectiveness;
• Working directly with local and national CSOs, in both rural and urban settings;
• Previous experience in Moldova or a similar setting in Eastern Europe is highly desirable;
• Specific experience managing donor-funded civil society development projects required, experience managing USAID-funded projects preferred;
• Demonstrated track record in establishing systems and program start-up under limited time constraints and overseeing multiple program areas simultaneously;
• Master's Degree or equivalent in international development, political or social science or related field;
• Five or more years of experience related to capacity building for CSOs in two or more of the following areas required:
o Advocacy
o CSO-Governmental Relations
o Civic Engagement
o Financial Sustainability
o Board Development
o CSO Management
o Human Resources;
• Demonstrated experience in design and facilitation of trainings strongly desired;
• Demonstrated experience with qualitative and quantitative Monitoring & Evaluation methodologies desired;
• Good understanding of civil society and non-governmental organizations and networks engaged in advocacy;
• Ability to work well in a team environment;
• Ability to self motivate;
• Excellent interpersonal skills, including the ability to communicate effectively with a broad range of people in a culturally sensitive way;
• Sound political judgment and the ability to engage and deal with sensitive issues with a variety of audiences;
• Ability to represent the organization to local and national civil society, governmental, media, and private sector organizations;
• Strong verbal and written communication skills;
• Excellent organizational, administrative and time management skills, particularly the ability to meet tight deadlines;
• Computer literacy (project planning, spreadsheets, word processing, email and internet);
• Prior experience with international donor funded projects a plus; and
• Fluency in written and spoken English and Moldovan.
