Caritas Czech Republic, is seeking an Accountant - Office Manager to be responsible for the office services by carrying-out office operations and procedures; preparing payroll; controlling correspondence; designing filing systems; Accountant – Office Manager should ensure that all program activities and processes are implemented in line with local fiscal legislation, Caritas Czech Republic and program donor policies and procedures. The position reports directly to the Country Program Director. Other key responsibilities for the Accountant – Office Manager position include the following:
DUTIES AND RESPONSIBILITIES:
Accounting data
• Enter all the financial transactions to the accounting program (1C);
• Keep accounting books in compliance with the valid legal norms of the Republic of Moldova;
• Make sure that the data are in compliance with physical documentation;
• Check the financial report from partner organization(s) and their compliance with scanned documents provided by partners (the accountant is mainly responsible for checking the correctness of the accounting document provided by partner and the proper functioning of the excel sheet and its formulas);
Physical documentation (financial)
• Archive original documents for all projects;
• Check the supporting documentation from partner organization(s);
• Prepare the scanned version of all finance related physical documents (CCR) on monthly basis.
• Archive the scanned documentation (CCR and partner organizations);
Salaries and other payments
• Prepares the monthly payroll, ensures salary payment to staff by bank transfers or in cash including annual and performance bonuses, ensures remitting the payroll deductions to the correct government authorities (income tax);
• Prepare regular reports for the Tax Office (according to national legislation);
• Prepare payment orders for rent, electricity, telephone, internet and other services related to office;
• Makes sure that shared costs are covered from all projects proportionally.
• Prepares and updates spending plan for office operation costs (including salaries).
• Responsible for management of bank accounts including online access if available. Processes bank transfers and corresponding payment orders.
• Responsibility for CCR Mission assets and material and their proper and updated inventory
• In cooperation with the Head of Mission: Paying out advances and their settlement and responsibility for Mission cashbox
• CCR country program development: Facilitation in preparation of new project budgets (in cooperation with the Head of Mission, Regional manager and local staff);
Office responsibilities
• Schedules meetings and appointments;
• Organizes the office layout and order stationery and equipment;
• Partner with HR to update and maintain office policies as necessary;
• Organize office operations and procedures;
• Provide general support to visitors;
• Translates documents and reports (by case) from/to English, Romanian and Russian;
• Provides logistical support to Country Program Director and Program Manager;
• Address employees queries regarding office management issues (e.g. stationery, Hardware and travel arrangements);
• Liaise with facility management, including cleaning and security services;
REQUIRED QUALIFICATION AND EXPERIENCE
• Degree in Accounting or Finance;
• Master degree or CIPA (or other related international qualification) studies would be a plus;
• Previous working experience in a national/multinational NGO or company
• Strong knowledge of local Accounting and Tax Legislation; Strong knowledge of National Accounting Standards;
• Strong knowledge of accounting principles
• 3+ years accounting/finance experience;
• Experience in HR would be a plus;
• Experience in payroll is a must;
• Detail oriented, organized, committed to deadlines and autonomous;
• Excellent communication and interpersonal skills;
• Proficiency with accounting software tools, including MS Office software;
• Written and spoken proficiency in Romanian, and Russian and English
• Good multi-tasking skills
