• Administer 80+ production database instances across nine engines (SQL Server, PostgreSQL, MySQL/MariaDB, Oracle, IBM Informix, MongoDB, ClickHouse, Cassandra, Redis) supporting national fiscal and public-finance systems including e-Factura, MPay, MTender, eCerere and the Fiscal Registry.
• Responsible for backup and recovery across the estate: automated SQL Server backup/restore orchestration in T-SQL, Oracle Data Pump export jobs, and restore verification; wrote the institution's formal recovery procedures for SQL Server, PostgreSQL, Oracle, MongoDB and ClickHouse.
• Maintain replication with standby servers across SQL Server, PostgreSQL and MySQL/MariaDB, with documented contingency procedures for promoting a standby to primary during an outage.
• Built internal monitoring, backup-observability and security tooling in C#/.NET, Python and PowerShell, covering instance health, backup coverage and user-access auditing where no commercial tooling was in place.
• Lead version migrations, upgrades and security patching across engines, tracked as a formal indicator in the section's annual plan; recent work includes a SQL Server 2017 to 2025 migration of a fiscal database with compatibility testing and rollback planning.
• Performance tuning and troubleshooting across heterogeneous engines: query and index analysis, blocking and contention diagnosis, and support for high-severity incidents including out-of-hours.
• Define access control and hardening standards, documented as institutional procedures covering permission models, auditing and configuration baselines.
• Deployed Apache Trino as a federation layer across SQL Server, Informix and PostgreSQL, so cross-engine queries run through one interface; consolidated reports that used to take hours now finish in minutes.
• Designed and put into production an event-driven framework that computes classification states and events for 500K+ taxpayers per monthly cycle, replacing legacy procedural logic with a configurable, auditable pipeline; runs that took days now finish in minutes.
• Build and run ETL/ELT and streaming pipelines with SSIS, Apache NiFi, Apache Kafka and Python, scheduled and monitored via SQL Server Agent and NiFi, saving about 20 hours of manual work each month.
• Write formal database documentation and data dictionaries for national systems, so knowledge does not sit with a single person.
• Coordinate two junior DBAs day to day, assigning tasks and unblocking them, and train interns on database fundamentals and internal tooling; several interns were later hired as full-time team members.

Internal Database Operations Platform

• Designed and built a modular in-house platform for the team's daily operations: schema drift detection with version comparison, multi-DBMS backup execution and monitoring with alerting, user and privilege auditing, an incident registry linked to ticketing, capacity and licence tracking, an IT asset registry, and a versioned knowledge base with full-text search.
• Modular architecture with an ASP.NET Core REST API, background worker services for scheduled collection, and a React/TypeScript front end; agents collect from all nine engines into a central SQL Server repository.
• Replaced spreadsheet-based and manual tracking, so backup coverage, schema changes and access rights are now tracked and auditable in one place.

Backup & Restore Automation

• T-SQL and PowerShell automation for scheduled backups, restore drills and backup-coverage reporting across SQL Server and Oracle instances.

Taxpayer State & Event Classification Engine

Production (internal)

• Metadata-driven platform computing classification states for 500K+ taxpayers per monthly cycle across federated sources; criteria, formulas and aggregation logic stored as parsable metadata, so new rules ship without code changes.
• Type-2 historical tracking and bitmask-based formula evaluation with fully auditable lineage; custom Trino execution wrapper (PowerShell and REST API) for cross-catalog writes.

Fiscal Risk Data Warehouse

• SSIS-based multi-source integration consolidating several fiscal information systems into a central SQL Server warehouse serving fiscal-risk reporting.

Fleetward (personal project, in development)

• Open-source control plane for multi-engine database estates, built around one idea: a backup job that exits 0 is not the same as a restorable backup. Backups are restored automatically into a disposable container of the matching engine and smoke- tested against a manifest captured at backup time; a backup that fails verification raises a critical alert.
• Go control plane with a versioned gRPC plugin contract per database engine, REST API with OpenAPI, CLI and React UI; CI enforces linting, race-condition tests, vulnerability scanning and a plugin conformance suite, with design decisions recorded in 19 ADRs. Pre-alpha: PostgreSQL plugin, inventory and health checks working end to end.

Open-source tooling

• pgslow and tabletail: read-only PostgreSQL command-line tools for slow-query detection and explanation, and real-time table-change tailing.
• realtime-ecommerce-cdc: change-data-capture pipeline streaming PostgreSQL changes through Debezium, Kafka and Flink into ClickHouse.
• bnm-exchange-rates-elt: end-to-end ELT over National Bank of Moldova exchange-rate data, orchestrated with Airflow, transformed and tested with dbt, with Cl.
