Caritas Czech Republic, is seeking a Program Manager (Desk Officer) to be responsible for the successful implementation of projects; Program Manager should ensure that all program activities and processes are implemented in line with local legislation, Caritas Czech Republic and program donor policies and procedures. The position reports directly to the Country Program Director. Other key responsibilities for the Program Manager position include the following:

DUTIES AND RESPONSIBILITIES:
• Carries out overall management and coordination of the project (i. e. ensuring that the project results and objectives as per project documents are achieved within the given budget and time-plan)
• Plans activities and budget spending
• Conducts regular onsite monitoring of the projects activities
• Conducts regular internal monitoring and evaluation of the project progress and outcomes (based on the project logframe) and proposes modification of the projects design when needed
• Manages project team (including project team members’ performance evaluation, recruitment of new project team members and external consultants)
• Coordinates projects activities implemented by project partners and carries out their quality supervision
• Carries out sub-deliveries´ management:
♣ Selection of external suppliers in line with CCR Procurement Manual
♣ Preparation of respective contracts (in cooperation with lawyer)
♣ Ensuring that the quality of the goods / services delivered meet CCR requirements and the project needs
♣ Coordination of sub-contractors´ involvement in the project
• Performs following financial tasks:
♣ Monitoring of drawing of the project budget (including spending in the partners´ budget lines) using the financial monitoring table supplied by the HQ Financial coordinator, and proposing remedies in case of overspending or underspending in particular budget lines or in general
♣ Approving and coding expenses (in line with CCR Procurement Manual)
♣ Checking eligibility of the expenses incurred (whether they fit with the project design and real needs)
• Carries out reporting:
♣ Preparing internal reports on important project events, incidents etc. (in line with CCR manual)
♣ Regular updating of the direct superior (Head of Mission) on the project progress and problems
♣ Writing of narrative reports for donors
♣ Participation in preparation of financial reports for donors (providing clarification to Mission Accountant and HQ Financial Officer etc.)
• Ensures PR and visibility of the project, donors and CCR in line with the respective donors´ requirements
• Identifies problems that arise during the project implementation and prepares appropriate remedies
• Ensures transparent and structured keeping of projects documents (internal reports, contracts, materials produced by the project, sources of indicators verification etc.) in line with given guidelines
• Participates in new project proposals writing

REQUIRED QUALIFICATION AND EXPERIENCE
• Bachelor degree in liberal arts or science (in the areas of International Relations, International Development, Social Science, Business, or related field);
• Excellent communication skills;
• 3+ years program management experience;
• Ability to work in a changing work environment and handle irregular work hours.
• Computer literacy, including knowledge of and experience with word processors (MS Word), spreadsheets (Excel), databases (MS Access), and electronic mail; 
• Knowledge of and ability to work with a variety of governmental and non-governmental organizations;
• Written and spoken proficiency in Romanian, and Russian; Conversational English at minimum, fluency will be considered a plus.
• Ability to travel extensively; Valid driver’s license with a least 1 year of driving experience in Moldova.
